Independent Review and Investigation Mechanisms to Prevent Future Pandemics: A Proposed Way Forward

To inform the design of an accountability system for a pandemic treaty, this report explores institutional mechanisms with a mandate to review state compliance with key international agreements and conduct independent country investigations while managing sovereign considerations. It summarizes findings from a review of 19 international mechanisms and proposes combining periodic review, on-site investigations, non-negotiable design principles, and technical support.
