Ethiopia: HPV Vaccination in Out-of-school Context: Barriers and Potential Strategies to Enhance Access

School-based HPV vaccination in Ethiopia misses a large share of eligible girls. The February 2024 campaign alone missed an estimated 600,000 girls who were out of school. Drawing on a literature review and interviews with 19 organizations, this country report identifies the barriers to reaching out-of-school girls. It also sets out strategies to complement school delivery: integrated health services, community outreach through health extension workers, awareness-raising, and stronger coordination led by the Ministry of Health.
